ah, bureaucracy.
today, i spent eight hours -- eight -- in a training course for Personal Licence Holders under the Licensing Act 2003. this provides, among other things, that all retail sale of alcohol (such as in a bar, such as the one where i will be working next year) be made or authorized by a person holding a personal license (which is distinct from a premises license in a variety of ways that aren't important right now). so rather than just get her own license and authorize us, the college bursar decided (quite reasonably, in the face of a number of provisions of the law that aren't important right now) to have us all take the training and get licensed.
the Personal Licence is valid, assuming i am not convicted of any "relevant offences" (mainly alcohol- and drug-related crimes), for ten years, and then renewable for periods of ten years after that with no additional testing, etc., assuming they don't change the law again. it travels with me -- personal license -- which means i'll be licensed more or less forever to sell alcoholic beverages in england and wales. not a bad gig, since that will, one assumes, be an attractive or at the worst neutral feature any time i'm looking for work in a licensed establishment.
but. eight hours. i am now in a position to tell you the process to appeal if the police recommend that you not be granted a license; the penalty for selling alcohol in non-licensed premises; the penalty for selling alcohol in licensed premises outside of opening hours; the penalty for selling alcohol to underage buyers; and a wide variety of other things.
