110 does sound very low for recoveries, maybe they mean 110 just from those postcards (we get 'em too) alone? I have read that out of the tens of thousands of child-nappings each year, only about 300 are done by complete strangers, even though that's the type most people worry about. Almost always they are relatives or someone known to the family like a babysitter or ex.
