approximately, "the shiny" refers to a focus on the stuff itself, the stuff of which one is a fan, while "the meta" refers to a focus on how one is a fan.

i think. seriously, there's a whole discussion of it over at [livejournal.com profile] mommybird's, and she's been meta-blogged, even (which is sort of ironic [g]).
