i'm just boggling at this headline:  "Ex-FEMA Chief Faults Homeland Security".  seems Brownie has been denied executive privilege, so he's testifying before a Senate panel on the colossal fuckup that was the federal response to hurricane katrina.  (i got that from earlier headlines.)  the sub-header/summary says, "In testimony before a Senate panel, Brown says FEMA mission of responding to natural disasters was marginalized after becoming part of DHS."

anybody else confused by that?  part of DHS or no, it's the federal emergency management agency.  if their mission of responding to natural disasters was marginalized, what the fuck was their primary mission?

... and, having read the (short) piece, it appears that it was FEMA itself that was marginalized.  (if this were the West Wing, right now someone would say "and the way you could tell nobody thought it was important was that michael brown was running it.)
